Comal County adopts the No New Revenue rate

Thursday morning at 8:30am, Comal County will have its public hearing to adopt its 2024-2025 FY budget at the Commissioners Courtroom. They plan to adopt the tax rate Thursday, September, 5th. 

Comal County’s property tax burden consists of two parts: the General Revenue (GR) tax levy rate and the county’s Lateral Road tax rate.

Last year, county officials adopted a GR tax rate of $0.2262 per $100/value while also adopting a Lateral Road tax rate at $0.049515 per $100/value. Therefore, Comal County’s actual total tax rate was $0.275715 per $100/value.

This year, county officials are proposing to adopt a GR tax rate of $0.226715 per $100/value while also considering the adoption of a Lateral Road tax rate of $0.037515 per $100/value. Given this, Comal County’s proposed total tax rate is $0.26423 per $100/value.

According to the county’s proposed budget (see pg. 6), its no-new-revenue tax rate is $0.26423 per $100/value while its voter-approval tax rate is $0.378486 per $100/value. As you may note, the proposed tax rate matches the no-new-revenue tax rate. This is great news! 

The difference between last year’s actual tax rate and its proposed tax rate is a decrease of $0.011485 per $100/value or 4.2%. Lastly, in its 2024 adopted budget, the county estimates its total property tax levy at $91,544,755 (see pg. 18). In its 2025 recommended budget, the county projects its tax levy will be $94,147,441 (see pg. 6). That represents a 2.84% increase.

Judge Sherman Krause told me the no new revenue rate they plan to adopt “results in a tax bill equal to last year” for the average homeowner.
